Default Akai 1721 L Recording Problem

Hello!
I have run into a small problem with my Akai 1721 L (again). It seems that whenever I use my new tapes on this machine the right channel seems to go dull intermittently, almost like a head clog but whenever I use tapes that have been previously recorded on another machine it records absolutely fine.
I noticed that the erase head seems to be covered in a substance that no amount of cleaning seems to get off and the lower part of that head is the worse than the upper. I'm not sure if this is corrosion or something else but the fact that it is an intermittent problem and it works fine with other tapes is very odd. The record/playback head has been well and truly cleaned.
This is the replacement head that I ordered and it came from an Akai 1722 L but the erase head still seemed to be dirty looking and impossible to clean.

Any idea what this might be?
