That 1964 scan does suggest 5 digits was the standard for Oxford then, so maybe I was wrong about the timing. I wasn't actually living there at the time
I know there was a lot of renumbering and rationalisation when the big Speedwell Street exchange was built in the mid 50s, so maybe 5 digits dates from then.
