This is not a legal forum and we are not lawyers.

However, you should make it clear in any description that the radio and PSU should be checked by a competent person before being connected to power. The purchaser may themselves be a competent person if they are a radio amateur or vintage radio restorer.

Some people remove the mains plug to make this point explicit, though I don't believe that has any legal force in itself.
