The wooden plug would probably have been made some time after 1910. Similar plugs are shown in the GEC catalogue for October 1911 and are said to be Home Office Pattern. The hand shield is for protecting the hand of the user "even if the plug is inserted on a dead short", and the side flex entry is to make it not possible to withdraw the plug by pulling the flex. GEC's version was said to be in accordance with recommendations in the Annual report of the Electrical Inspector of Factories . G. Scott Ram Esq for 1909.
I did try tracking down this report a decade or so ago but drew a blank.
