The Power Mac G4 is still starting reliably. I have elected to simply replace the small electrolytics (19 in all) except for those on the fan controller daughterboard. I dislike using the shotgun approach to component replacement but, in this case, I had little choice since, as I said in Post #13, a diagnostic approach, without service data for this thing, is beyond me.
