Yes, I did this on my Tektronix 535A (all 60+ valves of it). It has two timebases, so one served as the horizontal scan in the usual way while the sawtooth output from the other went to the Y input for vertical scan. I think the Y amplifier had to have its 'invert' switch engaged to get the picture the right way up. Video input went to a transistor inverter to feed the Z input, and also to the trigger inputs of the two timebases which were carefully adjusted to lock to the sync pulses.

It worked surprisingly well but was fairly dim, even with the 10kV or so EHT of the Tek. I guess scope tubes are optimised for fineness of spot and speed and precision of deflection rather than ultimate brightness.
