Default ITT 580 (Philips VR2022 clone) V2000 problems

Hello all.
Recently acquired the above mentioned ITT 580 V2000 machine, which has had one careful owner (until now!) since purchased new in 1983.
Was informed that it had been in storage since 1995, and upon powering up by the owner, it worked fine. Then on the second attempt a day later, it worked for a short while and then shut down, with the tape still laced up.
The problem to begin with is that the two components which take the tape out of the cassette into the laced up position, seem to be jammed in that position (indicated by the arrows in the attached photo), and when switched on at the mains, the horizontal mechanism at the top of the picture tries to either disengage or un-jam itself, but cannot. After a few seconds, machine goes into standby, and will not come out of standby, nor will any of the function buttons operate. The clock does keep adding time as it should however.
Internally, this is very clean, and there appears to be no PCB damage, and no leaking components. The wire which drives the lacing mechanism is also intact and has tension, although I cannot determine if it is threaded correctly through the moving parts (eg. pinch roller part indicated by green arrow).
Any information on how to proceed with any checking and repairing would be greatly appreciated. This is a very beautiful machine, and time is not an issue.
