Default RF frequency attenuator

Does anyone know what mechanism is inside this high frequency attenuator?
They were built into old measuring instruments and served to weaken the RF output.
Is this an ordinary potentiometer that is well shielded, or is the mechanism different?
I guess it is not an ordinary mechanism with a graphite slider, because the high frequency easily skips such a mechanism without significant attenuation.
