SiriusHardware has told me what it's used for so I don't have to play guessing games...

My thought is that it might have to display patterns other than digits, perhaps 'n'. So the chip might well be custom. It also probably doesn't run off 5V which would make it harder to use a PAL or microcontroller to replace it.

It's not in any Toshiba databook that I've looked in, it's not in a third party digital IC equivalents list either.
