Yes that occurred to me - the signals seemed to be as I would expect mostly so I suspect faulty as I am sure -7v and 5v would fry a normal 40 pin chip PDQ - it is of course the risk with these chips - in the last batch I had two bad RAM's as well and some 74LS32 that are actually 74HC32 - so not so bad. Still working my way through them as they are for various projects that are at different stages so hard to test some of them.
