Proper programmers will distinguish between a crude "verify" of just reading the data and comparing, from "program verify" which involves reading the data back using different applied voltages. The "program verify" mode can (depending on chip type) be done quite elaborately to actually measure how close to death the EPROM is, i.e. how much life remains in it.
The point is that it distinguishes between "just managed to work today" from "likely to still be working tomorrow".
