I'm a bit confused by your last sentence. It's the ERP that is the important thing, not TX power. You can have a 1kw TX but if your aerial is rubbish you'll have a very low ERP and your signal won't make it to the end of the street.
But if your aerial system is nice and big and efficient, a 10-watt TX will be heard far & wide.
