It all depends what it was painted with - a gentle experiment with cellulose thinners and/or Nitromore's in the most inconspicuous [very limited] location may be instructive. But .... as Bretski and Paul have intimated - you may well have to live with it.
N.B. Another issue is the matter of the rexine backing/padding/foam and timber cabinet sub-straite - the last thing that you want to do is damage or compromise those!
