i also have a similar model with a 21" screen
they work beautifully

the philips black tar capacitors from my experience on philips devices are always deformed/melted and badly leaky , i have one here in the bench 0,022uf at 10000v which lets 71volts dc pass through when applied to it a voltage of only 100vdc...so its almost shorted...

but the yellow "mustard" capacitors and the tropical fish ones in philips sets i never found a single bad one..
electrolytics are also very reliable.. the 21" set i have restuffed them for precaution but on this 17" they are the original ones.

here are some pics of the 21" set, i also paid 60€ for it but the lady wanted more, i had to convince her to do that price.

i have lots of great german sets i would like to share their stories and some hours of footage of capacitor restuffing, repairs etc but the other forums i tried seem to be quite empty and few people are there. Here in Portugal the vintage tv and radio community is non existant virtually.
