Well no - it sets a "mid point" voltage Vm, which is not necessarily half way, V/2. The trick is to ensure that the balancing resistors are chosen so that with typical leakage current mismatches the maximum voltage of either capacitor is not exceeded.

The difficulty is estimating what the leakage current mismatch is.
