I think it would be unusual for a neon lamp to be used here.

What does the lamp holder look like.

When you get a meter, check what voltage is present at the lamp holder.

As for lubrication, a spot of clock oil applied to the motor shaft close to the case is probably in order. Clock experts on here can no doubt advise.
