I'd try polishing first.

1) Evapo-Rust is genuinely brilliant. There are so few products that live up to the results one hopes for, but this really is marvellous. Put the rusty object in, leave it overnight, rinse it off and it's shiny. Astonishing. The stuff is reusable until it stops working too, so is actually pretty economical. I've started using it last year probably twice a month and am still on the same tub I originally decanted.

2) You could do some DIY electroplating.

3) New clips might be available. Certainly other types are, even if they don't match the originals. Look for flight case suppliers like Penn Elcom, who have a lot of different 'over centre' catches.
