Sorry, I forgot a detail about removing/replacing the Capstan Speed Control board in the main post.

After removing the spade terminals, there are two wires soldered to the board (on the non-component side) that should be unsoldered before removal of the board. Black wire E7 ( 0v from the transformer) is soldered in a hole in the track that connects spade EJ1 (black) with spade E3 (yellow). Blue wire E8 ( 130v from the transformer) is soldered in the hole in the right-hand corner of the board in line with the spade terminals. They can be soldered back in (with care) with the board screwed back in place.
