You certainly can build a short wave radio, with your ECL83. The ECL83 is a triode-pentode valve, some info about it can be found here:

There's a receiver using a ECL80 at this site:

If you use this circuit with the ECL83 in place of the ECL80, tie the cathodes together. The ECL80 uses a common cathode for both sides:
