Checking my TC-399s I now realise that the reason that one of them touches the belt is because the top section of the Take Up reel table is not fitted, so allowing the idler wheel to move over to the left more and hence the brake moves more to the right (due to greater anti-clockwise rotation of the brake asembly) and brake contacts the belt.

Refitting the take up table, there now is a max gap of around 1mm between belt and brake, on the other unit around 1.5mm

Think that vidjoman's suggestion of idler tyre skrinkage may well be the cuplrit, as he suggests fitting a small flat drive belt/rubber band around the tyre should prove it one way or the other.
