Appears to be a Smiths Tompion. Barrie Smith mentions it in his book 'Smiths Domestic Clocks':
"Usually regarded as Smiths most prestigious model, the Tompion was offered in 1937 in three sizes, 13", 9" and 7.5", the largest having a sectric, sectric strike or sectric chime movement ... the large and small versions were discontinued in 1952 but the medium size (9" or 27 cm) was offered as a sectric or 8 day 7j timepiece or 8 day pendulum strike until 1965."
Yours has the Bijou Sectric movement which Smiths used from 1936 until the late 1950s.
The Canadian certification mark is very interesting - I wonder if CSA keep good records. I think CSA used alpha prefixes for their standard numbers so 2475 might be the certificate number.
No idea about the value but with the model name Tompion you can google auction sites,
