As Graham said, the voltages are measured WRT to chassis, the voltage table in the service info shows which valve electrode the measurement relates to, eg: Va is an anode voltage and Vg2 is a screen grid voltage, for instance if you want to find the measurement point in the receiver for V2's anode and screen grid voltages then look at the valve holder's connections in the under chassis layout drawing, it shows that V2's anode is tag 2 on its valve holder and that its screen grid is tag 5.
