The '.....' ending there seems to insinuate a shortfall in the level of service?

In fairness it's hardly the postal services fault if it's raining cats and dogs and the letters are 'protected' in paper envelopes? Most posties do what they can to protect our mail but not all of them are so caring and like I say, they can't help it if it's raining hard, the envelope will get wet, simple as really.
