(Some of) the Marconi allocation of meters had a couple of small aluminium plaques glued to the base. If these have been removed it's sometimes possible to see the scrape marks and the 'ghost' of the plaque outline.
I have found that readings that are that dramatically low are typically down to a leaf switching problem- usually tweakable/fixable.
