I doe not understand the need o 4 triacs, for the most 1 would do the job, 2 will make the switching symmetric and that may reduce noise from things along the wire after the filter, so OK.
Experience from the really old days with modems.. are that even the on hook phone with a ringer reduced the speed of the data.

I do not now, but I guess that you are right about a better filter would do that, but that ma again reduce the ring.current, and the voice level. Charging batteries in the phone is not that common, and with those triacs... forget it.

Still this is the most advanced filter I have seen so far, and it looks like DSL is not the the "solution of tomorrow".
