Might be a stupid question, but could we just initialise the UART earlier, so that it is reset before the visible area of the picture?

Edit: Or maybe initialise the UART only once after reset instead of on every line?
There are technical reasons the UART needs turning off - I can't quite remember what they were or if Karen fully explained it.
