It is slightly pricey, but
this may be the tool for producing large clean-cut circles. If it can cut carpet cleanly, it should manage laminated plastic with ease.
I have an Olfa circle cutter, which works on the same principle, but only up to 7.5cm diameter; it works really well on laminated material.
