Dave Moll has got closer to what the guy told me.
He described the equipment as a "test phone" and I got the impression that 1471 was dialed to retrieve the calling number and then one of the extra 4 keys was pressed to retrieve the witheld number.
It was back in the 1990s and may well not work these days.
