I've made the Practical Electronics Magazine Capacitor Leakage Tester & Reformer -
I did it in this thread. I've used it a lot in the last few months to test old capacitors from equipment, reformed some and put them back, while able to discard those that failed at working voltage. Easy, and quite satisfying!
