I took the red bit off like you said and now I get a dialing tone and I can dial out I still can't get the phone to ring.

Put the T6-T7 strap back. If that cures the problem you have a problem with your master jack or extension wiring.

Are you using the master jack or an extension jack?

Is it my imagination, but was the strap from T6 to T7 trapping the blue wire running from the bell to T16?

Sorry, but I don't understand you answer. Is your telephone 741 plugged into the master jack on an extension jack?

A master jack will have a circuit board with components on it. An extenson jack is just a jack.

This connects a capacitor which is needed to make the bell ring. You shouldn't really need it as these days this is in the Master socket; that being the one the cable from the outside world goes to. Other sockets are Secondaries and don't have one.

The Master Socket is connected to the Secondaries by three wires. If one of these, the one that goes to terminal 3 in the socket, is broken a telephone plugged into that Secondary will work but it's bell won't ring.

Whatever the situation with your installation the main thing is that you've got it working to your satisfaction.

I'm glad to know you now have it working. As you have the internal capacitor in circuit (T6-T7 and T8-T9 straps in place) it would be good practice to move the blue wire to a spare terminal (say T14, the one to the left of the green wire) so that connecting the 'phone to a master socket wouldn't place this capacitor in parallel with that in the socket.

One thing you may need to be aware of with this arangement is that a second loop-disconnect (pulse) dialling 'phone would cause "bell-tinkle" on this 'phone when it dials - and maybe also vice versa. This is not a problem other than potentially being an irritation.
