Default AVO RF sig gen HF133

I bought this one valve sig gen from a forum member a couple of years ago. It had a known fault that the af modulation did not work. I used it a couple of times and then the fuse blew and it was put aside.
An hours fault finding eventually lead me to a charred resistor broken in 2 inside the neon indicator housing. It had shorted live to neutral.
One metal film resistor and all was well again.
I would now like to tackle the AF modulation issue, any ideas?
