Default Armstrong FM stereo decoder?

I purchased an Armstrong 227 tuner-amp and when I opened it up there was a PCB lying on the chasis with a 7-pin miniature male plug. At first I thought it was the FM decoder but the 227 has a B9A mount. It looks as though it's not been used.

On the board there are two electrolytics - 150uF/25v & 10uF/63v with four TOKO RCL tuning cans. It has a lamp that I thought could possibly be the stereo beacon light. It is stamped 'PC619A' on the front side and 619A on the back side.

Anyone recognize it?
