Don't you want to connect it across the mains first, to check it really has turned faulty?

Are the current range of paper, class X resin encapsulated capacitors likely to go bad in the same way? The construction certainly looks similar, I have used a couple in the past to replace failed Rifa Caps, which I have replaced on sight for years now. And if this problem is so common why are they still being used in things like mains filters?
